What Landlords Need to Know
Parliament has officially broken up for Summer Recess, and that means we are all on standby when it comes to the Renters Rights Bill — the biggest change to the rental landscape in years.
Here’s what’s happening, what it means for you, and what to look out for in the months ahead.
Where Are We Now?
The Bill has had its final reading in the House of Lords, but it hasn’t yet had its final say in the House of Commons.
Parliament returns on 1st September, with debates on the final Lords amendments expected on 8th September.
If all goes smoothly, the Bill could get Royal Assent by 16th September — just in time for the Prime Minister to announce a big win at the Party Conference.
Does Royal Assent Mean Everything Changes Immediately?
Not at all.
Even after the Bill becomes law, the actual changes to how tenancies work won’t kick in straight away. Most of the detail will come in the form of something called a Statutory Instrument (SI) — basically, the government’s "how-to" for each part of the new law.
These changes will likely roll out gradually, with a lead-in period to give everyone time to adjust.
Industry expectation: We probably won’t see full implementation until February 2026.
Pets, deposits and Broken Promises.
One of the biggest talking points? Pets
Landlords were promised that tenants would be required to take out pet insurance — a way to make accepting pets a little less risky.
But in a last-minute move, Baroness Taylor of Stevenage removed that requirement, saying the insurance industry wouldn’t be ready in time.
Thankfully, the Lords fought back and added a new proposal: tenants could pay up to 3 weeks’ rent as an additional pet deposit.
However, there’s a real risk that the government will scrap this again when the Bill returns in September — and not replace it with anything. If that happens, it sends a clear message:
This government is not landlord friendly.
